Illinois State Senator Linda Holmes is sponsoring Senate Bill 641, Amendment 1, which will allow counties, if they choose, to use their existing pet population control funds to humanely reduce the outdoor cat population through trap-neuter-vaccinate-return (TNVR) programs and to sterilize the pets of county residents who are eligible for Social Security disability benefits. This is what legislators voted for—and residents in Illinois wanted—and now some want to change this.

TNVR may not be a perfect solution, but there’s no doubt that it’s the best answer we have. Poisoning community cats or mass killing them has been tried repeatedly, over the centuries and even recently. Never have these methods worked; community cats still exist. Everyone wants population control of community cats, yet no one has offered a more effective and humane idea than TNVR.
